“Standards connect belt and road countries” seminar opens

SAC held the international cooperation seminar “Standards connect belt and road countries” in Xi’an of Shaanxi Province on November 6. The seminar conducted in-depth communication on the abutment of technical standards between China and Belt and Road countries, strengthening of bilateral and multilateral standardization cooperation, having standard connection play its role, promoting investment and trade facilitation and jointly pushing forward Belt and Road construction. SAC Chief Administrator Mr. Tian Shihong addressed the meeting.

  Tian Shihong pointed out that standard is a global language and, in promoting the Belt and Road construction, standards are the technical bases and technical rules for expanding cooperation in productive capacity, promoting the connection of infrastructure and enhancing economic and trade exchange. China attaches great importance to the role of standardization in supporting Belt and Road construction, and called on Belt and Road countries to strengthen bilateral and multilateral cooperation on standardization and strengthen mutual recognition of standards and abutment of technical standard systems. China developed the action plan: standards connect belt and road, which is dedicated to the connection of policies, facilities, trade, financial resource and popular feelings, shoulder more responsibilities as its capacity allows, share more experience and make contributions for the capacity building of the Belt and Road countries.

  Tian Shihong made a three-point proposal on promoting international cooperation on standardization among Belt and Road countries. Firstly, to strengthen bilateral cooperation, actively push forward mutual recognition, strengthen standard information exchange and uplift the harmonization of national standards; to conduct comparative analysis of national standard systems of countries with trade in bulk commodity, strengthen standard harmonization, expand cooperation in productive capacity and promote trade facilitation. Secondly, to promote standard internationalization, by focusing on the common concerns of the Belt and Road countries, promote the joint development of international standards and raise the standard internationalization level of the countries. To support enterprises and social organizations to carry out program cooperation on the connection of standardization, and study the establishment of international cooperation mechanism of group standards. Thirdly, to set up platforms and channels for standard cooperation, conduct standardization communication of experts, research cooperation and capacity building, and strengthen standardization culture exchange. To jointly construct model area of agriculture standardization, and share and promote comprehensive and advanced agricultural standardization technology.

  Leading officials from standardization agencies of Kazakhstan, Kyrgyzstan, Mongolia, Singapore, Tajikistan and Armenia and representatives from MOFCOM and State Forestry Administration made featured speeches.    
  During the meeting, SAC signed standardization agreements with the standardization agencies of five Belt and Road countries, i.e., Kazakhstan, Mongolia, Singapore, Tajikistan and Armenia. According to these agreements, SAC will strengthen mutually beneficial cooperation and connection with the standardization agencies of key Belt and Road countries and, in the areas of common interest, adopt the standards of the other side, jointly promote product standard harmonization and reduce and eliminate trade barrier. Parties of these agreements also reached consensuses on establishing practical and effective communication and cooperation mechanism and conducting international standardization cooperation.
