Inspection and quarantine of entry and exit animals and plants refers to preventing or blocking the occurrence and transnational spread of animal diseases in accordance with laws of the State by enforcement measures together with scientific and technical methods. The purposes and tasks of inspection and quarantine of entry and exit animals and plants are, firstly, to protect the production safety of agriculture, animal husbandry and fishery; secondly, to promote the development of economy and trade and thirdly, to ensure people’s health. Animals and its products are closely related with people’s daily life.
China’s animal quarantine, began in 1930s, has been implemented for decades. At present, a relatively complete system of animal quarantine is formed. Animal quarantine services have been set up in every open harbor, airport, station, province, municipality, and autonomous region by the People’s Republic of China for quarantining entry and exit animals and the animal products.
Relative regulations of quarantine are the basis of normal operation and development of animal quarantine. Similarly, such regulations are essential for animal quarantine to function well. Present provisions concerning animal quarantine are the Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine, Regulations for the Implementation of the Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine, and Animal Epidemic Prevention Law of the People’s Republic of Chinaand related supplementing regulations, such as List A and List B Diseases for the Animals Imported from other Countries into the People’s Republic of China, and Catalogue of Animals and Plants, Animal and Plant Products and Other Quarantine Objects Prohibited from Being Carried or Posted into the People’s Republic of China, etc.. The purpose of formulating the Law on the Quarantine ofAnimals and Plants Brought into or Taken Out of the Chinese Territory and Animal Epidemic Prevention Law are to prevent and extinguish animal infectious diseases and parasitic diseases, and protect the production of animal husbandry and health of people. The Law on Entry and Exit Animal and Plant Quarantine focuses on the quarantine of entry and exit animals, while theAnimal Epidemic Prevention Law refers to provisions on inspection and quarantine of domestic animals.
The economic development of China has drawn worldwide attention, and achieved wide-margin growth. Moreover, with the increasing bilateral trade volume and the growing opportunities for cooperation and communication, animal quarantine becomes more and more important. Chinese government has signed the Agreement on Animal Quarantine and Animal Hygiene Cooperation with governments of Netherlands, Mongolia, North Korea, Argentina, Uruguay, and Brazil, etc.; and has signed over 280 single quarantine agreements on bilateral import and export of animals, such as cattle, sheep, pigs, horses, fowl, and rabbits, and their products, with governments of the United States, Canada, Argentina, Uruguay, Brazil, Japan, New Zealand, Australia, Thailand, Mongolia, the United Kingdom, France, Denmark, Germany, Netherlands, Italy, Austria, Finland, Israel, Botswana, Zimbabwe, Russia, and Kazakhstan, etc. China’s animal quarantine is an important part in the big family of and contributes a lot to the world’s animal quarantine.
